(which includes the Mornington Peninsula) on their way to other parts of regional Victoria.

Regional Victorians can:
 Transit the Mornington Peninsula on their way to regional Victoria
Travel to regional Victoria for any other purpose than a permitted reason to travel

Catching the ferry will enable you to spend more time in the regions and less time in Melbourne metro when travelling from the east of the state to the west and vice versa.
